Synopsis
Spectra Engineering Solutions (SES), as part of the JV Dr. Qaisar Ali Associates(DQA) and Engineering & Planning Consultants(EPC), has been awarded a Long Term Agreement (LTA) by the United Nations Office for Project Services (UNOPS) to provide on-call, multi-disciplinary infrastructure consultancy services under Lot 3: South Asia including Pakistan, India, Sri Lanka, Maldives, Nepal, Bangladesh, and Bhutan.
This LTA is a framework that enables UNOPS teams to rapidly access trusted technical capacity—when and where it is needed—through individual Purchase Orders (call-offs), without delays typical of repeated procurement cycles. It runs until 15 May 2029, with an option to extend to 15 May 2031.

Winning UNOPS LTA APR-LTA/59135/LOT3/004 (Lot 3: South Asia) positions the JV (DQA_SES_EPC) as a ready-to-mobilise infrastructure partner—the kind UNOPS can call on when projects need fast, credible technical support without restarting procurement every time. Each assignment is activated through a Purchase Order (call-off) with clear scope and delivery timelines, and can be issued by UNOPS offices globally.
What makes this LTA valuable is the breadth of support it enables across the project lifecycle: from feasibility, inspections, surveys and assessments, through design and design review, to construction management/supervision and specialist advisory (including climate resilience, safeguarding, risk and asset considerations). In practice, this means UNOPS teams can move quickly from “problem identified” to “solution designed and deliverable,” with documentation that is tender-ready and buildable—drawings, BOQs, specifications, and cost inputs produced with quality control embedded.

Description of Actual Services Provided
Because this is an LTA, services are delivered through Purchase Orders issued by UNOPS (each treated as a separate contract under the LTA framework). Under these call-offs, the JV provides a broad suite of infrastructure advisory and delivery support, typically across the following service lines:
1) Strategic Infrastructure Planning- Infrastructure needs assessments, investment planning, master planning, and evidence-based prioritization
- Support to UNOPS and partners for briefings, stakeholder engagement, and strategic options analysis
- Technical/economic feasibility, site reconnaissance, condition assessments, and risk diagnostics
- Social and environmental considerations, disaster risk assessments, and survey oversight (topographic/geotechnical/hydrological)
- Concept and detailed design in compliance with applicable national/international codes and UNOPS requirements
- Production of tender packages (drawings, BOQs, specs, calculations, cost estimates) with buildability and maintenance in mind
- Independent design review inputs to strengthen compliance, safety, functionality, and life-cycle value
- Site quality assurance, progress monitoring, inspection regimes, and verification of off-site fabricated elements
- Technical guidance to improve delivery outcomes, reduce defects, and manage interface risks
- Specialist inputs as required (e.g., climate resilience, asset management, safeguarding, scoping, risk management, capacity support)
UNOPS engagements under the LTA may require coordinated inputs across disciplines such as structural, civil, mechanical, electrical, architecture, quantity surveying, geotechnical, water/wastewater, hydrology, environmental/safeguards, renewable energy, and risk/DRR, among others.
