Synopsis
SES was contracted to carry out monitoring and supervision for the entire rehabilitation works including but not limited to 800 schools and 750 various medium scale infrastructure schemes implemented and governed by line departments and Private contractors. The infrastructure schemes include health and social service facilities, drinking water supply schemes, rural link Roads, causeways / small bridges, irrigation channels and various other infrastructure projects across five agencies in FATA including North Waziristan, South Waziristan, Kurram, Orakzai and Khyber.
List of schools and other infrastructure projects was provided by FATA Recovery Programme-UNDP. SES was hired as a professional architectural and design engineering firm in providing high-quality technical support to UNDP FATA Project for design and BOQ’s preparation and for monitoring and evaluation, supervision and finally for quality assurance. The scope of work was accomplished in phases by SES within the time frame and agreed budget.

Narrative Description of Project
The year 2014 saw an escalation of the displacement from FATA following military operations in North Waziristan Agency (Zarb-e-Azb, June 2014) and Bara Tehsil of Khyber Agency (Khyber 1, October 2014). This wave of displacement brought the total FATA displacement caseload to an estimated 300,000 families (around 1.6 million people), around 70% of which are women and children. In 2015, UNDP supported the Government at national and regional levels in order to strengthen the local governance capacity to manage this crisis and to provide solutions for both the TDP population and the affected communities in the hosting districts as well as the returnees. Together with the FATA Secretariat, UNDP led the consultative process of developing two-year FATA Sustainable Returns and Reconstruction Strategy (FSRRS) (www.FATAsecretarait.org).
This strategy, approved and launched by Governor Khyber Pakhtunkhwa and FATA, provides the overarching framework for supporting the returns, recovery and rehabilitation of the returning Temporarily Dislocation Population (TDPs) through five pillars: i) Rehabilitation of physical infrastructure ii) Strengthening law and order iii) Expanding government service delivery iv) Reactivating and strengthening the economy and v) Strengthening social cohesion and peace building. Description of actual services provided
1. Physical inspection, site visit and survey of the infrastructure projects/sites including schools, health facilities, Drinking Water Supply Schemes (DWSS), roads, irrigation infrastructure and livestock facilities.
2. Preparation of detailed (a) working drawings, plans, elevations and sketch schemes; (b) schedules for the works implementation program.
3. Monitoring visit / Interim Spot Checks
4. Physical verification and construction supervision of all approved construction activities at each site during and after defect liability period.
5. Certifying contractor
6. All findings/reports of aforementioned tasks were communicated to UNDP in written report form duly signed by SES. SES prepare detailed Bill of Quantity (BOQ) including working drawings with estimated cost and timeframe for completion of schemes. All the works were approved by UNDP, Programme Specialist Chief Technical Specialist, Crises Prevention Project, UNDP.
