Spectra Engineering Solutions Awarded Project Management Services for ILO Office Renovation in Islamabad
Islamabad, Pakistan — 5 November 2025. Spectra
Engineering Solutions (SES), in joint venture with Dr. Qaisar Ali Associates
(DQA), has been engaged to provide Project Management Office (PMO) services for
the renovation and modernization of the International Labour Organization (ILO)
Office in Islamabad, Pakistan.
The assignment will deliver structured
oversight from planning through implementation—supporting a transformation of
the facility into a safer, more functional, and more inclusive workplace
aligned with international best practices and UN expectations for operational
reliability.
The renovation encompasses coordinated upgrades
across building systems and spaces, including building improvements, modernized
MEP/HVAC systems, life-safety enhancements, and accessibility improvements to
strengthen user experience for ILO staff and visitors. The PMO function will
ensure timely delivery, quality assurance, transparent procurement support, and
strong coordination across all stakeholders.

Under the PMO scope,
the JV team will support:
- Design review and technical due diligence to validate site conditions and ensure
constructability
- Procurement and tendering support through specifications, BoQs, and
technical clarifications
- Construction management and quality
assurance, including
progress monitoring and issue resolution
- Testing, commissioning, and handover
readiness, ensuring
smooth operational acceptance
By strengthening the physical infrastructure and systems that enable daily operations, this renovation will contribute to improved workplace comfort, safer circulation and access, and more dependable building performance—supporting a professional environment for dialogue, coordination, and stakeholder engagement.
