UNOPS Strengthens South Asia Infrastructure Delivery Capacity Through New Long-Term Agreement
Islamabad / Asia-Pacific — 15th of May 2026. The United Nations Office for Project Services (UNOPS) has signed a Long Term Agreement (LTA) APR-LTA/59135/LOT3/004 with JV comprising of Spectra Engineering Solutions (SES), Dr. Qaisar Ali Associates(DQA) and Engineering & Planning Consultants(EPC) to provide on-call infrastructure consultancy services across Lot 3: South Asia. Signed on 15 May 2026, the agreement runs through 15 May 2029 and may be extended to 15 May 2031.
This award is designed for one clear purpose: speed with discipline. UNOPS works in environments where infrastructure needs can emerge quickly sometimes in fragile settings, sometimes under urgent timelines. The LTA allows UNOPS teams to mobilize pre-qualified technical expertise through individual Purchase Orders (call-offs) each one a defined assignment with its own scope, outputs, and schedule without having to restart procurement for every new requirement.
Where the LTA Applies
Lot 3 covers Pakistan, India, Sri Lanka, Maldives, Nepal, Bangladesh, and Bhutan, supporting UNOPS programmes across highly diverse contexts—from dense urban centres to remote and climate-exposed communities.
What Services Can Be Rapidly Deployed
Through call-off engagements, UNOPS may draw on the JV for a wide range of services across the infrastructure lifecycle, including:
- Strategic infrastructure planning and prioritisation
- Feasibility studies, scoping missions, inspections and assessments (including surveys oversight)
- Design and design review, with tender-ready documentation (drawings, BOQs, specifications, cost estimates)
- Construction management and supervision, including quality assurance and site inspections
- Specialist technical advisory, including resilience, safeguarding, asset considerations and risk inputs
