Synopsis
Strengthening Resilience, Securing Lives:
Under a prestigious Long-Term Agreement (LTA) with the World Food Programme (WFP), Spectra Engineering Solutions (SES) has been engaged to assess the seismic safety of critical WFP facilities across Pakistan. Through advanced structural evaluation, risk grading, and context-appropriate retrofit design, SES is helping WFP safeguard personnel, infrastructure, and humanitarian supply chains in one of the world’s most seismically active regions.
The multi-year assignment spans a diverse portfolio of WFP properties including warehouses, offices, residential structures, and storage facilities from Islamabad to Karachi, Quetta, and beyond.
Narrative Description of the Project
A Long-Term Commitment to Seismic Risk Reduction
Pakistan lies in a tectonically active zone where seismic risk poses a significant threat to human life and critical infrastructure. For WFP whose logistics and emergency preparedness are lifelines for vulnerable populations the structural integrity of its buildings is a top priority.
Through LTA PAK/2025/037, SES is conducting comprehensive seismic assessments using both rapid visual screening and in-depth nonlinear modeling in accordance with ASCE 41-17, BCP 2021, and international performance-based earthquake engineering standards.
The project not only evaluates vulnerabilities but also offers site-specific, cost-effective rehabilitation strategies including retrofit design concepts, prioritization of interventions, and actionable roadmaps to improve seismic resilience across WFP’s portfolio.
Description of Actual Services Provided
SES Services Under the LTA Include:
Seismic Vulnerability Assessment
• Visual and desktop-based screening
• Detailed structural evaluation using performance-based engineering tools (e.g., pushover analysis, SAP2000)
• Material strength testing, geotechnical profiling, structural modeling
Risk Classification & Safety Rating
• Classification of buildings into criticality tiers
• Performance scoring against target safety thresholds
• Identification of collapse hazards and damage states
Rehabilitation & Retrofit Planning
• Design of strengthening concepts (e.g., shear walls, jacketing, bracing, FRP wraps)
• Prioritization and phasing of rehabilitation works
• Cost estimates, constructability assessments, and impact forecasting
Compliance & Reporting
• Alignment with ASCE 41-17, FEMA 356, BCP-2021
• Technical reporting, risk dashboards, and recommendations for WFP asset managers
• Presentation of findings in stakeholder briefings
Digital Building Registry
• Mapping and data management of all buildings in a GIS-based digital format for future decision-making
